I have been pee pad training my little one... and usually will use just 1-2 disposable pad for the day. I was told that keeping the soiled one does help them to learn to go in the same spot. If you have been changing them everytime your baby uses it, then it's going to get used to going on a clean one. Buddy, from time to time, will go next to the pad, and not on it if it gets too soiled. Pee pad training, just like any training is going to take some time. My Buddy still has accidents, and each time we catch him, we correct it..so just continue using the pads, and place your baby on it when it has to go...they will learn with time.
