My dad's dog is like that! Unfortunately they haven't fixed the problem. With Jackson (my yorkie) putting change (pennies) in a can has helped a ton! Every time he barks, I shake the can and say "quiet!" and now whenever I say "quiet!" it usually works. The noise distracts them from what they are barking at.

I know they also have these noise transmitter things you can buy at petsmart, etc that emit a sound only dogs can hear but humans can't. I haven't tried those out yet though.

They have also collars that release water or some release a gas whenever the dog barks.
