I'd say tray! Definitely.
I wish I started mine out on a tray, we're going to work on housebreaking soon.
She constantly misses the pad and I've had to steam clean my carpet twice. I have to do it again because it smells so bad! I just havn't had the time.
I'm thinking of getting a tray and seeing if I can get her to use it.
