I don't know how old you are, but I hope you can make it clear to your mom that she should never hit a dog. Hitting can be effective at stopping bad behavior temporarily, but new bad behavior erupts, and this can mean aggression, or submissive peeing, and it's much more difficult to treat these things than the original bad behavior. Not only that, but hitting can cause injury, and make the dog afraid of her, and other people.
I love pennies in a can for barking. You fill a tin can half way up with pennies and say no and shake the can when barking. Do this for every bark, when the dog if finally quite she can release him from the crate, but not while he's barking, because as you say, she is reinforcing his barking.
You need to have a heart to heart with your mother, when you are not angry, and she's not busy. Tell her you have a plan for treating his bad behavior, and it's important that everyone be consistent in the training. Try not to make her feel "wrong", but that there are other methods that work better long term.
