If you can get the cell phone number via PM for me I can look it up and see if I can get the carrier for it and you can take that with you to the police. Or you can try and google it to get the carrier... that is all I can think of to track them. I strongly believe that they do have Yoshi and perhaps do not want to return him.. but maybe a concerned or unknowing family member had initially called you.
This is sad either way.. that people can find a beloved pet and attempt at concealing or keeping it!!!
