I have the same thing going on in my house
I have two boy littermates
they are not that different in weight but my Mike was the runt of the litter and my Zach sometimes takes advantage
they play fight all the time which is fine until you hear a yelp
usually they will be just as surprised as you are
but that's when playtime ends
Zach does hog all the toys
even when he finishes with one ... if his brother goes to take it he'll run back and take it back
sometimes I will have to intervene and put my little guy up on the couch where Zach can't get him with a chewy he wants
There is a dominance scheme they need to live by but you have to watch sometimes to keep it in check
