I have a male who is 10 months and a female who is 3, and the same dynamic on occasion. When Gatsby gets too aggressive, I just tell him to stop it! and he usually does right away. Maybe its just something you need to work on with physical intervention/separation if he does not listen to you at first.
Usually my pack plays well together, and love to play chase and tug of war, but there are times when he bites her ear and I can tell she has had enough. At that point, I can yell at Gatsby and get him to knock it off. Another thing I do is let Daisy on my lap, she likes that and it ends the rough play and gives her a break.
