Some of your small, local petstores may also purchase from backyard breeders...but all breeders that sell to petstores must be USDA licensed for commercial selling. But none of these petstores get puppies from reputable breeders, no matter what lies they feed to their customers. Petstores get their puppies from Puppymills.
