I am assuming that he walks and then just stops all of a sudden
This is a leader issue
and the way to stop him from doing this is you not him
take him out and walk ... don't be talking to him don't let him decide where to stop
If he hesitates ... keep going
If he then plants his feet you need to change his focus
a brisk Come On! and a light tug
if that doesnt work entice him with a treat
and if all else fails
pick him up and go a few paces and start over
