My 13 month old, was great with the pups at first, I always stay close by when she is near them. Lulu ( the little girl, 14 weeks old) has started to growl and bite at her, but that is becaue my daughter tries to lay in their bed. If she is not in thier bed Lulu will jump all over her and give her kisses. Since it is with your older children I would try and explain that she is just a baby and wants love from them. I would start out slow with you holding her and them giving her attention. Maybe she just needs to feel safe around them. But the best thing you can do in my opinion is to keep the positive interaction between them. She needs to feel loved and safe around all your family members. If she continues with this behavior she may not ever like anyone new that enters your home, even relatives that visit often.
