I am thinking that she is wanting more attention from them. Not that she wants to hurt them. Since the younger ones are more active with her, that is why she is not growling at them. I have seen this with my pups. They tend to demand attention, and when someone is not always supplying them with attention they will do what ever it takes to be noticed by that person.
