How old is she ? That can sometimes make a difference because you can watch for signs they are ready to go if they are older , because they tend to go less then.

What I did with Sydney was take her out to her spot ,say "go potty" and wait for about five minutes saying "go potty " one more time. Then if I thought/knew she probably had to go ...I would start to walk her in a small figure 8, then I would stand still and keep the figure 8 going just moving her and the leash, that always seemed to start something in her and she would go. It works for me everytime.
