I aggree with YorkieUSA that you would be better off finding a better harness than goign over ot collars.

I use the VestHsrness. Chewy used to do exactly what you have described above and get his mouth stuck in his harness. (of course, he didn't really flip out, and we just laughed at him)...still since getting the vestharness he hasn't done any of that.

Soft, padded, comphy, and v-cut so that he can't ensnare himself.
