She'll figure it out in time, & particularly if she has a reason (her own).
You could try one or two low steps for starters, to give her the concept & to build her confidence. Put a treat on top, & let her climb up for it. Put a treat at the bottom, with her at the top, & let her go down the step(s) for the treat.
