I'm guessing she has kennel cough, but coughing is also a symptom of distemper. Since your puppy is only seven weeks old, even if shots were given they didn't take. Puppies get maternal antibodies from nursing which kill the viruses in vaccines if given too soon after weaning. Puppies should not get their first shots until nine weeks old. They should also be with their mothers until they are 12 weeks old.

To answer your question, yes, any respiratory illness in a puppy that young can be very serious as it can easily turn into pneumonia.
