Out of curiousity, how many does one need to have for a breeding "program"? I really have no idea and I am NOT interested in breeding, I own altered pets. Just want to ask so I don't offend anyone by posting something ignorant down the line to a breeder!

I'm not aware of any official number; most of the laws are passed by states. I guess theoretically you only need one to have a breeding program, you just need to find a stud.
