It is good to see the laws changing, that is the most important thing steming from the recent busts.
I think the public is becoming more aware of the cruelty of puppy mills, also the younger generation(high school+) is playing a major role in educating each other and loved ones about animal cruelty. The internet and public forums are a HUGE help in educating people about this issue also.
Sadly, internet also helps puppy mills mask themselves and lets "breeders" often falsely advertise themselves.
There are more vegetarian and vegan people now than ever and learning about that type of lifestyle kind of goes hand in hand with animal rights. (not always, I am not speaking for anyone but myself)
