Penny has some similar bumps this summer. Our vet called them "pustules" and said they were related to her allergies. She had them on her belly, by her vulva, in her armpits, on her back, etc. They would break open (or maybe she helped them) and scab over.
She went on antibiotic twice (b/c the first one didn't work) and we started her on Benadryl twice a day. Luckily, she has had no more problems with them.
I couldn't tell you for sure if your baby has the same thing, but I hope she gets better soon!
