it also sounds like you have tried many different training places and he's probably getting a bit confused
outside
gargage
inside?
If the place keeps getting changed he's not going to be able to figure it out
Whinning .... is an attention getting device
and it sounds like it's working
he whines... you say no ... he whines some more and you throw him a ball
If you want the whining to stop you keep doing your homework
and if continues he goes in his crate or another room
