Well i can't say about your pup but in the rescue we have had a few little ones go through here with hernias that needed fixing. I have never seen one that was red. It always has been a regular lump that you can actually push back in. Usually anywhere from pea sized on up.
Some hernias if not too big and on young pups actually do fix themselves but just a small amount. You need to keep a watch and just make note if it is getting larger.
