My little ones are like that after a bath. If you play tugs with Tobie, maybe he is taking the opportunity thinking you will play tugs!
Do you keep lots of toys out for him? If you do, try limiting to maybe 3 and rotate every week. He'll think he's getting new toys and you have less of them to pick up. If only we could get them to put their toys away!!
