In a healthy animal (human or otherwise), the concentration of urine is directly related to fluid intake. The more fluid taken in, the lighter and less concentrated the urine. Neutered males should have less strong-smelling urine because of the removal of testosterone, which can add a strong smell.
If your dog is drinking enough and he still has concentrated or very strong smelling urine, he needs to see a vet.
"Old" urine...like urine on his hair over a period of days...is a totally different thing. Urine decays, just like anything else organic. As it degrades it changes form, developing a strong ammonia scent. Rylie sounds normal to me!
Old urine should stink...fresh urine from a healthy, neutered animal should not.
