You can usually tell when dogs get aggressive

There are manners dog owners need to address when they let out their dogs
If you even "think" your dog might bite
You NEED to warn people

I had a Lhasa years ago who wasn't the friendliest guy around
He never bit anyone but when people went to pet him

OH, this is infuriating! It is so inconsiderate to not have your dog on a leash when you're in public, I don't care how well behaved they are. When you are out and about with your pet, where other people may be, you need to use a leash! Why should anyone else have to trust that someone else's pet is "safe"? Besides, some people are deathly afraid of dogs no matter what their size. Maybe they've been bitten before or something, but why should they feel uncomfortable because someone refuses to use a leash? It just doesn't seem fair! I would have been SO upset if I were you. It reminds me of a time I had my lab-cross out for a nice walk in the park and 2 cocker spaniels approached her off leash. One grabbed her hind leg, I'm not sure if it was in fun or not, but it tore her miniscus and who wound up paying for the $1000+ surgery and aftercare?......ME! And her leg never was the same again.
