I think the eye glow is only on older dogs, most puppies have blue eyes in pictures. From what I've read there is no easy way to know, the puppy coat changes, but experienced breeders say they can tell. I would think the best indicator would be the parents, and if a silk coat is important, find an experienced breeder, they are more likely to breed to standard. I'm not sure why anyone wants a cotton coat, they seem so much harder to care for.
