Does her crate have a metal door? If she is picking up a static charge in her hair (dry winter rooms will do that) and when she enters her crate, any part of her hair touches the metal, she will get a static discharge. Truth is, a rubber mat isn't a bad idea, but she must not have any part of her body on the floor when her hair touches the metal door, or she will ground the circuit and create the shock.

Why not take the door off her crate and see if that helps? you can put it back on when you need to put her to bed or something, but try taking the door off and seeing if that is the cause of the static discharge. If it is, a large rubber mat will probably solve the problem.
