Lol, common rookie mistake, the band just holds using a sanitary pad, or some people use a poise pad, if the dog urinates a lot in it. Always take the band and pad off if going outside to pee, or if he's pee pad trained, take it off before you place him on a pee pad. The pad is used to hold his "marking" pee not his normal urination, otherwise it will be difficult to potty train him when/if he ever stops marking. The neutering will cut down on marking, but may not eliminate it since he's older. One thing, I believe that helps is taking him for walks and letting him mark the neighborhood, giving him lots of praise for marking. However, no praise should be given inside.
