I think your lil guy might need sometime to test the bullies, every new treat/chew I introduce to my girls, it took them sometime to get use to the smell/flavor then they would fall in love with the treats LOL
or you can try to get the fish sticks which my girl Dolly loves, and it comes in a more yorkie friendly size. she's not a big fan of bullies either, she would chew for less than two mins and give it up!
