Exactly!! This is what should be addressed in these bills, not the number of dogs(within reason, that is), how many puppies/litters, annual fees for every dog/litter, or just plain micro-managing breeders. I know when AKC inspects,they look at the condition of the dogs and the kennel set up as well as the records.
