Thankfully, there are not many that totally refuse to work with rescue and ignore the needs of the animals. Sadly, though, I have seen it happen. I do not understand that either. There was a yorkie in a NC shelter that was posted on petfinder with blood all around her (she had been hit by a car)...our members begged for the shelter to release her and they said they had to hold her for their set time. She died the day before we were supposed to get her. We started a mass email campaign and also contacted the media and an investigative reporter got on it and wrote some articles. Supposedly they have changed their policies. I hope so.
As I said, though, that really is not the norm.
The shelters that have their own adoption programs will usually release to us if there are medical issues. Some people find that offensive, but it beats the shelters who euthanize those they can adopt. And, that does happen, but that is less common.
There are many really good shelters ... and many bad ones...but that is with everything in life. Some good..some bad.
