Hmmm....I think that if I were you, I'd seriously be considering getting a different puppy. There has to be a reason that this one isn't thriving. Maybe you should just go and see the puppies, if you fall for the brother you can take that one. Otherwise, why not wait for the next litter and take a look at them too. If none of them seem like "the one" then you can wait it out to see how this tiny one does.
