I don't quite understand. I brought Chloe home at 7 wks. and 1 lb 1 oz, took her to the Vet the next day and her breeder had already given her the first shot. My Vet, very reputable, never said a word about her having been too small for her first shot. I understand you are attached but it sounds like this breeder is reluctant to let this puppy go. Maybe its just me, but I hear alarm bells going off. Could you talk to the Vet yourself? Maybe this pup has other issues or maybe she just doesn't want to sell. I dunno but if it were me, I would take a step back even tho its hard when your heart is envolved. In the end, you are the only one who can decide.
