I have heard the same about their quicks getting longer I am not sure. I don't believe so.

yes the vet can cut them farther back and use a powder on the nail that stops the bleeding.

At home you can get the pedipaws($20) from cvs,walgreens,or walmart.It is a suped up nail file on batteries,it works great and can get the nails really low without hitting the quick.I have one and I recommend it to everyone.
