When I was training Sydney I would take her out ( I wouldn't say anything to her except go potty ) the I let her take about five minutes or so and if she didn't go I would start slowly walking her in a small figure 8 ( by just moving her leash in a figure 8 while I stood still). Before long she would start sniffing and go. To this day , if she is not going I will do it and she will go
