From the pics you posted, he may have mange...do you have wild fox in your yard or anything? I would call the vet and ask them to do a skin scrapping, which is where they will pluck some hair and put it in a culture dish for 3 weeks to see if there is any growth. I would really call the vet though! Good luck!
