Default New Puppy and a questions

Hi all!

I just got a new Yorkie puppy named Raja. He is 4 months old and I've had him for about 3 weeks.

I have never owned a yorkie before (my last dog was a german shepard) and the Raja acts so different that what I'm used to.

Raja has taken a liking to me, which is great. He listens well, doesn't have accidents in the house and is a wonderful little pup - BUT

he doesn't seem to like anyone else. He is scared of people and runs away and hides when I have guests in my house. He doesn't let anyone pet him. I've let a couple people hold him, and he's not aggressive but he doesn't enjoy it. Is this common with the breed? If so what are some techniques to get around it. I've heard conflicting things about letting people hold/pet the dog and allowing the dog to go up to people on his own. Which is it??

oh, he is good with other dogs. We go to a "playgroup" weekly and he runs around with the puppys and runs away from the people!
