No, that isn't normal - but I would hope with identifying what is going on there could be new hair growth

Have you spoken to your vet about this? I think you need to have the vet do a skin scraping so you know what you are dealing with - or at least to rule some things out.

Once you have that done then you will have somewhere to go from there.
