A dog trainer told me once that puppies can't control their bodily functions until 6 months of age. I did notice a change in my puppies at around 6 mos. But both of my boys couldn't really be trusted until 9 months.
I'm sure every puppy is different. But for some reason, yorkies take a long time to 'get it'. Hang in there and take her out at least every hour. Eventually it will all click in her little brain!
