Default One year or three year rabies?

We have a new vet and so far I'm not impressed. She told us something that I find hard to believe. She said that ther is no difference between a one year and a three year rabies shot. The difference is in the fee. You pay more to the county for the three year. She even said they buy prefilled syringes and use them for both applications. Can this be true? If so why have some of us been worried about our babies getting the three year?
