Default Potty Deterrent

I know this question has been asked here before, but is there anything that works? I've had to remove every little rug from the house and put up a gate so that Layla can't ever get into the carpeted basement. The problem is we have a large area rug under the kitchen table. Not only does she pee on it, she also poops on it. She poops on it about 85% of the time, but maybe twice a week she'll poop on her pad. I have been around a few times to catch her using the area rug, and I immediately say NO, pick her up, and take her to her pad. If she finishes on the pad I praise and treat. I have spot cleaned the rug, but it doesn't seem to matter. I spot cleaned the whole basement, plus steam cleaned the carpets numerous times, and it seems to be just the fact that it's carpet that makes her want to go.
Is there ANYTHING I can do besides getting rid of the carpet? She is not a puppy anymore, she is 3 and a half years old. When she WAS a puppy, the carpet was really not a problem for her. I don't know why it is now! But I can't take her anywhere without being pretty sure she will pee if we're in a house with carpets or rugs.
