I got Pebbles when she was 9 months old, she sounds alittle like your pup. I waited on taking her to the park with Lucy until I felt she trusted me. I had to be sure she would come to me if there was any problems at the doggie park.
Great suggestions have been given, just know it takes time to turn the fear of bad treatment around. I will never forget the first time I pulled the broom out of the closet to sweep. She was very scared!
Your pup is very lucky, same as my little Pebbles!!
