Years ago I had a cairn terrier whose eye was watery and goopy. I took her to the vet after a couple of days and he put some dye in her eye and you could see that the eye was scratched. The vet asked if we had a cat, which we did. He said that it was a serious scratch which a cat could very easily do. The poor baby had to stay for a hospital visit. They treated her with IV antibiotics and had to sew the eye shut (for a week or so) because they were afraid that it could explode. I felt so bad that I waited a couple of days before going to the vets. I just had no clue that a watery eye could be so seriously injured. I think you should get a second opinion.
