I understand what breeders greed is but not how it relates to double rows of teeth.

Joey had to have 6 teeth pulled during neutering, some might have come out on their own, but usually there are a couple that need help and since you don't want to risk anesthesia twice, you pull all the remaining baby teeth during neutering. Some people wait for neutering later, but many male dogs have started to mark at 8 months, and you want to neuter before marking begins.
