Since he is going in places that aren't normal for him, he needs to be seen so the vet can rule out a UTI and/or stones.
Other than that, Yorkies are hard to potty train and some do mark even after neutering. Since you are allergic to him and you frustrated about his issues, maybe rehoming would be the best option.
