Yes...it's completely normal. Newborn pups need their moms to lick their bottoms to help them to potty. If the momma dog did not do this, you would have some messy puppies on your hands in no time.
Trust me when I say...stinky, messy, poopy puppies are a lot more gross then the thought of momma cleaning up after them.
