Why does my yorkie have two sets of papers?

I recently became the proud owner of a 9 month old male yorkie. His name is Caesar!! When he was purchased, the breeder gave me two sets of papers to him. (AKC and APRI) Does this mean that I have a very good dog? I have no idea if his genetic lines have championships or not. He is full grown and only weights 3.3 lbs. He is very very small. Do I have to breed him with a female that also has these two sets of papers? He was taken to the vet and checked on every type of diease possible. Does this mean that he is ready to breed? and his little pink thing has been coming out. My guess is that he is ready for a partner. Please help me.
