Not sure what the problem is, if the picture is too small it won't show up. For example when I make an avatar for a non-donating member, they can be no larger than 75 x75 pixels, and they don't show up when you post them, so I have to post them as a link, or on their profile pages.
Under properties, it says that the picture you are trying to post is 28 x 30 pixels, so I assume this is the problem.
