Legally, she has not right to one.......no contract or agreement. But to keep the peace and because she "is" your mom, I would see that she gets one. I am sure if you tried hard enough and explained how much "work" three pups in the house at one time plus the mom is going to be.........the vet expense, etc.; your husband will come around and agree she should get a pup. You can make it sound really difficult to keep all three.......work it woman, I know you can convince him and he will never even know what hit him. But she should not get pick of the litter.
