Hmmm.... sounds like someone needs a bit of shot of alpha dog in the arm

I had a dog years ago who was a great dog
But when anyone in my family would come at him with a comb... he'd become vicious
I asked his groomer one time how was he?
She said ... oh he was fine (?????)

A lot of it is how you hold the dog and how you present the actual grooming
If you hold them sturdy
and treat this as something THAT IS GOING TO BE DONE
then you won't have a problem
Puppies are going to do this stuff
They get wiggly when you groom them ... they think it's a game and they bite and chew
That's where the steady grasp comes in
I often hold my guys at the neck
I turn them over
I have one pup who loves being groomed and when he sees the brush he comes running
The other one hates it ... but he still stays still for me
