Penny had accidents too...Until she learned that is where I wanted her to go...she did however use it in her crate... I think that is how she got used to the pee pads....having one in her crate....Your baby is young....Take it slow she will get it...I think a crate with a pad will teach her....JMO....
Also she is young...Keep some Nutracal on hand....
