Though she might be a puppy mill pup, she is so young that you should have no problem training her correctly. At 9 wks, you shouldnt expect too much and it'll be quite sometime before she gets it. The important things is to be consistant with your training.

I too kept my furbaby in a baby play pen at that age. And, she would go and use her pee pad just fine. The key is that when your pup poops in a different spot...you should pick it up and put it on the pad. They say that helps them know that the pad is where they should use it. I didnt crate train at that young of an age..so I wouldnt know what to say on that. Except that "yorkiesmiles" is correct in asking about the crate size. because it could be that its too big.
